Doug Riley is a cum laude graduate of Bowdoin College, where he majored in Economics, Government and Legal Studies.  His law degree was conferred cum laude by Tulane University School of Law in 1979.  A Navy veteran, Doug was commissioned in 1978 and served on active duty from 1980-1983 as a JAG officer.  He was assigned to the Naval Legal Service Office in San Diego and later to Commander, Naval Surface Forces, U.S. Pacific Fleet.

Upon completing his military service, Doug joined the litigation department of Miles and Stockbridge in Baltimore, where he practiced in state and federal courts until his election to the Baltimore County Council in 1990.  In 1991, Doug was elected chairman of the Baltimore County Council and, in 1994, won re-election to a second term as a councilman.  Keeping a campaign promise to step down after two terms, Doug returned to the private practice of law in 1998.  He joined the Baltimore firm of Rosenberg Martin Greenberg, LLP and was subsequently elected to partnership. In 2008, Doug joined Treanor Pope & Hughes as a partner. His practice areas are commercial and business litigation, creditors’ rights, and bankruptcy law.

Doug is admitted to practice in Maryland and Massachusetts, and in the United States District Court for the District of Maryland, United States Court of Appeals for the Fourth Circuit, and the United States Supreme Court. 

For more than 25 years, Doug has represented secured and unsecured creditors, trustees, landlords, asset purchasers, and creditors' committees in bankruptcy cases and adversary proceedings.  He has tried cases in the United States District Court for the District of Maryland, United States Court of Appeals for the Fourth Circuit, and Maryland trial and appellate courts.  Doug also advises business and bank clients regarding all aspects of debtors' and creditors' rights, including workouts, reorganizations, and liquidations.

Doug and his wife, Eileen Carr Riley, have three children, Claire, Anne and Thomas.

Doug is a past president of the Towson Chamber of Commerce and currently serves on its board of directors.  He is also a director of the Baltimore Area Council – Boy Scouts of America and serves as the Dulaney District Chairman.  Doug is a member of the Rotary Club of Hunt Valley, and has a long history of service on a wide variety of civic and church boards.
